世界自然基金会(WWF)和国际野生物贸易研究组织(TRAFFIC)联合开展的号召公众“停止购买象牙活动”于7月12日在北京正式启动。

Dr. Li Lin, Executive Director of the WWF (China) Project, said that WWF and TRAFFIC looked forward to and called on the Chinese government to introduce and implement the Ivory Trade Ban Act in the next year or two. 1979年非洲大象有130万头,今天世界上仅存不到50万头非洲象。近三年每年平均大约有3万多头非洲象被盗猎。以此速度计算,非洲象有可能在10到20年内功能性灭绝。野生动植物犯罪日益猖獗不仅对非洲大象等濒危野生动物造成了极大威胁,同时盗猎威胁当地社区和巡护员的安全,象牙等非法野生物交易甚至与腐败和跨国有组织犯罪紧密相连。
 
In 1979, there were 1 million 300 thousand elephants in Africa, and today there are less than 500 thousand African elephants in the world. In the past three years, more than 30 thousand African elephants have been hunted on average each year. At this rate, African elephants are likely to function extinct within 10 to 20 years. Increasing wildlife crime poses a great threat not only to endangered wildlife such as African elephants, but also to the security of local communities and patrolmen. Illegal wildlife trade such as ivory is even closely linked to corruption and transnational organized crime.
 
 
 
国际社会和中国政府对打击野生动植物犯罪空前重视。2015年7月30日,联合国大会通过了关于“打击野生动植物非法交易”的历史性决议。中国政府作为决议的提案国,做出了政治承诺和多项措施。2015年9月,习近平主席和奥巴马总统宣布,中美两国承诺将会采取有效、及时的措施来终止国内象牙贸易。随后,国家林业局先后发布了为期三年的象牙雕刻品和狩猎纪念物象牙的贸易禁令。2015年中非论坛期间,《中非合作论坛—约翰内斯堡行动计划2016-2018》和《中国对非洲政策文件》中都明确提出与非洲国家共同打击野生动植物犯罪。这些决定是中国政府推动生态文明建设的重要部分。
 
The international community and the Chinese government have paid unprecedented attention to the fight against wildlife and crime. On July 30, 2015, the United Nations General Assembly adopted a historic resolution on combating the illegal trade in wildlife. As a sponsor of the resolution, the Chinese government has made political commitments and measures. In September 2015, President Xi Jinping and President Obama announced that China and the United States were committed to taking effective and timely measures to end the domestic ivory trade. Subsequently, the State Forestry Administration issued a three-year trade ban on ivory carvings and hunting memorials. During the China-Africa Forum in 2015, both the Johannesburg Plan of Action 2016-2018 and China's Policy Paper on Africa explicitly proposed jointly combating wildlife crimes with African countries. These decisions are an important part of the Chinese government's efforts to promote the construction of ecological civilization.
